Adjustment of the canteen prices

New canteen prices will be introduced as our catering facilities (re-)open.

Increased costs in all areas (personnel, goods input, operating costs) are forcing us to raise the prices for the canteen food in 2020. Of course this does not please anyone, but unfortunately it is unavoidable. The last price adjustment took place in 2014, six years ago. In 2017, a new price adjustment would have been necessary, but we refrained from doing so due to the difficult interim period for everyone.

You have to be aware that the catering sector of the Studierendenwerk has always been in deficit. This deficit increases year after year. We expect a further increase when the new canteen on Campus US opens in 2020. This deficit is balanced out every year by the students' social security contributions on the one hand and a state subsidy on the other. However, this subsidy has not been adjusted for years.

Unfortunately, the price adjustment will hit the university's staff particularly hard. This is aggravated by the fact that the general conditions for staff meals are changing as a result of the statement by the Ministry of Culture and Science of North Rhine-Westphalia (MKW) and the audit notifications by the State Audit Office (LRH). The current system in the state, whereby university staff can eat at more or less subsidised prices, is fundamentally called into question.

The MKW points out that, according to the wording of the Studierendenwerksgesetz (StWG), there is no obligation to offer university staff a reduced lunch price. Nor is there any provision for students to use their contributions to subsidise the meals of university staff.

In its examination notices, the LRH expresses great concern about services in the canteens for non-students that do not cover costs. After all, providing meals for non-students in the canteens goes beyond the social mandate of the Studierendenwerke. Prices that do not cover costs, for example for meals for university staff, must be cross-subsidised by general funds from the Studierendenwerke - thus also from students' social contributions. The LRH therefore suggests that universities and Studierendenwerke enter into contractual arrangements on the basis of § 2 paragraph 5 StWG. Various models are conceivable for this purpose, which are currently being discussed at state level with the chancellors, the MKW and the Studierendenwerke.

The new prices will apply as soon as our canteens and cafeterias reopen. The plans for a gradual (re-)opening under corona conditions are currently underway.

The new prices will apply to all canteens and cafeterias from that date.
